It can either mean timing your starchy carbohydrate intake around training [pre and post] or going a period of days usually between 3-7] on a low/no carbohydrate diet, before then ‘refeeding’ on a selected high carb day. 

If your body has depleted both its glucose and glycogen stores, it is then going to become more efficient at burning fat for energy. By going several days on a low/no carbohydrate program, your body will start to use its fat stores for energy.
